1/- The object or this Ordinance is to endeavour to take some

steps

to ameliorate the condition of nön-Chinese unfortunates who sometimes are

found in the Colony under circumstances” which bring discredit and dis-

grace upon the non-Chinese community and from which they are unable, even

if they were willing,to extricate themselves effectually. Occasionally unfortunates of this class are discovered in existence in the Colony in a

state of vagrancy or distress and this Ordinance enables such persons to

be rescued from their surroundings and from themselves. A safeguard against what might be considered injudicious or improper interference in

this somewhat difficult phase of life is provided in Section 2 where it is enacted that no action should be taken against a Prostitute under the provisions of the Ordinance except with the authority of the Governor-
